In New Zealand all registered private training establishments (PTEs) must have an approved Student Fee Protection mechanism in place before accepting fees from students. This safeguard ensures student funds are secure if a course is cancelled or the provider can no longer deliver it.
Do you need an annual assurance report?
Whether your PTE uses a standard trust, static trust, or bank bond mechanism, the Student Fee Protection Rules 2025 (set by NZQA) require you to submit an annual assurance report to NZQA.

Your PTE has complied with the Student Fee Protection Rules.
Your trustee (where required) has also met the requirements.
Your report needs to be completed and provided to the NZQA within five [5] months of your financial year-end. It should cover your compliance with all student fee protection requirements per the Education and Training Act 2020, the Student Fee Protection Rules 2025, and your specific trust arrangements.
